About us
Elman USA was established in July 2022 following the award of a contract by the U.S. Department of Homeland Security for the design and development of a Mobile Object Tracking Technology (MOTT) system for the federal government. The initiative is being carried out in partnership with Morcom International Inc., a U.S.-based company headquartered in Virginia. Since 2021, Elman USA and Morcom have been actively collaborating with the U.S. Coast Guard’s Office of Research, Development, and Innovation (CG-926) on the advancement of this cutting-edge technology.



Silicon Valley Innovation Program (SVIP)
The Silicon Valley Innovation Program (SVIP), part of DHS Science and Technology directorate, is a U.S. federal government agency that works in close synergy with startups and small private companies to quickly and efficiently develop new technologies for the U.S. Federal Government. In this context, SVIP has the ability to allocate up to 800,000 USD divided in 4 phases for the design and development of promising new technologies

Objectives
The main objective of the MOTT project is to quickly develop a compact, aircraft deployable, cost-effective and versatile buoy capable of accurately tracking drifting objects at sea utilizing AIS (Automatic Identification System) and a VHF radio beacon. The buoy will be used by the USCG and other government agencies to aid search and rescue missions at sea, combat drug trafficking and illegal immigration.

Global Maritime Distress and Safety System (GMDSS) and Search and Rescue (SAR) missions
Drug enforcement, human smuggling, law enforcement
Marking of drifting debris, fishing nets, wrecks or drifting hazard drifting objects at sea
Support navigation in strategic locations acting as a mobile AtoN
